Purpose
The purpose of the Public Sector Reforms Management Unit is to catalyse, drive and facilitate public sector reforms

Functions
To achieve the above purpose the unit currently performs the following functions:

  • The provision of public service reforms planning and research services
  • The coordination and monitoring implementation of reforms programs
  • The provision of Information, education and communication services
  • The provision of finance and administration services

Organisation
The Unit is organised as follows:

  1. Management
    PSRMU is headed by a Chief Director for Public Sector Reforms who oversees the implementation of all reforms taking place in the Public Sector.
  2. Reform Planning and Research Division
    The division is responsible for the facilitation, initiation and coordination of the implementation of reforms in all MDAs in order to improve efficiency and effectiveness of the public service reforms. Specifically the division is responsible for the development of reforms management framework for MDAs which guides the implementation of reforms. Also it is responsible for the identification of reform areas through research and initiation of actions on reforms at all levels in the public service.

    Purpose
    The purpose of the division is to provide overall direction in the planning and management of public service reforms

    Functions
    The division performs the following functions:

    • The initiation of reforms at all levels in the public service
    • The development of reforms management frameworks for the implementation of reforms for MDAs
    • The planning and management of research studies and surveys on reforms
  3. Reform Coordination, Monitoring and Evaluation Division
    The division is responsible of ensuring that the implementation of reforms are on the right course through constant checks and reports submitted by MDAs implementing reforms on the progress made. In order to substantiate the reports submitted, they conduct validation exercises. These visits take place just after institutions have made report submission. Similarly the division conducts one to one meetings with head of the concerned organisations to check progress made and challenges they are facing and provide the technical advice where necessary.

    Functions
    The division currently performs the following functions:

    • The provision of reform documentation services
    • The provision of reforms implementation monitoring and evaluation services
  4. Information, Communication and Education Unit
    The unit is responsible for implementing the reforms communication strategy, overseeing the public relations, protocol, information, education and communication in the institution in liaison with stakeholders. The unit is also responsible for the clarification of government policies on public reforms.

    The unit undertakes its functions through conducting meetings, reforms training workshops, and production of reforms materials amongst others.

    Purpose
    The purpose of the unit will is to propagate public sector reform information to public servants and the general public

  5. Finance and Administration Section
    This section is responsible for general administration and finance services. It also focuses on the interpretation of terms and conditions of service, dealing with disciplinary and grievances, recruitment and staff development issues. In addition, the Unit coordinates office services such as fleet management, secretarial, records management, and office maintenance and procurement and supplies. It also provides ICT services for the PSRMU.

    The purpose of the section is to provide finance and general administrative support service

    The section carries out the following functions:

    • The management and development of human resources
    • The management and accounting for financial resources, assets and supplies
    • The provision of procurement services
    • The provision of office services
    • The provision of ICT services
