Justification
The Digital Transformation reform is justified by critical gaps in ICT infrastructure, fragmented and non-integrated systems, limited digital capacity among staff, weak ICT governance, funding constraints, and frequent power disruptions, all of which undermine efficient teaching, learning, research, and institutional operations. These challenges result in unreliable connectivity, poor access to digital tools, limited data-driven decision-making, and inefficiencies in service delivery. Implementing a comprehensive university-wide Digital Transformation Plan will address these issues by modernizing ICT infrastructure, integrating core systems, strengthening cybersecurity and governance, enhancing digital skills, and enabling reliable, secure, and efficient digital services, thereby ensuring uninterrupted academic and administrative operations and positioning the University for sustainable growth and innovation by 2030.
