Justification
The reform agenda is justified by the need to ensure that the Ministry’s organisational structure, systems, and processes are fully aligned with its evolving mandate, particularly in the context of shifting from traditional diplomacy to development and economic diplomacy. The current operational arrangements may contain overlaps, inefficiencies, and gaps that limit effective service delivery, coordination between Headquarters and Foreign Missions, and optimal utilisation of human and financial resources. A functional review will therefore provide an evidence-based assessment of institutional functions, identify areas of duplication or underperformance, and recommend an improved structure that enhances efficiency, accountability, and responsiveness. It will also support the rationalisation of roles, strengthen coordination mechanisms, and ensure that resources are deployed where they generate maximum impact. Ultimately, the functional review will provide a solid foundation for implementing broader reforms by ensuring that the Ministry is structured in a way that is fit-for-purpose, cost-effective, and capable of delivering on its strategic priorities.
Expected outcomes
The outcome of the reform will be a rationalised and fit-for-purpose organisational structure that clearly defines institutional roles, functions, and reporting lines in alignment with the Ministry’s evolving mandate.
