Justification

Balaka District Council continues to perennially underperform in revenue mobilization and collection due to a number of systematic inadequacies and low commitment levels to revenue mobilization. Consequently, in the face of inadequate funding from Central Government quality service delivery of the Council is affected as the Council continues to depend heavily on transfers from Central Government which cannot cater for all growing development needs of the district. The District Council therefore does not have sustainable fund to finance its own capital projects and service its operational activities.
