The aim is to improve performance and delivery of services. LIHACO does not have a proper Performance Management System which makes it difficult to evaluate staff performance and training needs due to the nature of the core business of the company. This reform area will therefore help to identify capacity gaps and training needs resulting into provision of high-quality services.
