Justification

Significant changes in donor commitments from 2027 onwards necessitate a redesign of SCTP to ensure sustainability, efficiency, and impact.

Current transfer values have been eroded by inflation, coverage is financially unsustainable, and operational costs remain high.

A redesign will future-proof SCTP, align it with national strategies, and ensure continued support for ultra-poor households, particularly those with elderly members, persons with disabilities, and child-headed households
