Justification
There is need to strengthen the legal framework in line with dynamic education sector. The current Act needs to provide for emerging issues such as decentralization and mandatory secondary education, which are critical for improving access, equity, and system responsiveness. Additionally, addressing duplications and overlaps with other Acts is essential to eliminate legal ambiguities.
