Justification

The heavy reliance on donor funding has a huge bearing on the sustainability of the HIV response. The existing funding landscape is characterised by dwindling donor resources and a shift in priorities away from HIV and AIDS. In addition, there is fragmentation in the mobilisation and use of resources. In line with the HIV and AIDS (Prevention and Management) Act, the Commission is mandated to mobilize and equitably disburse resources towards the national response. NAC is also responsible to monitor distribution, and effective and efficient utilization of resources towards the national response.
