Justification
The institution requires the upgrading of dilapidated mission infrastructure because the continued maintenance of ageing and deteriorated buildings is increasingly costly, inefficient, and unsustainable, while yielding limited functional or aesthetic value. Many of these structures consume significant resources in recurrent repairs, utilities, and emergency maintenance without providing commensurate service value or representing the dignity of the State abroad. Upgrading such infrastructure into modern, fit-for-purpose facilities will transform them into financially viable and strategic assets that reduce long-term maintenance costs, improve energy efficiency, and potentially generate revenue through shared or multipurpose use arrangements where appropriate. In addition, rehabilitated and modernized mission premises will significantly enhance the institutional image and diplomatic presence of the country by improving ambience, functionality, and representational value, thereby strengthening bilateral relations, improving staff working conditions, and projecting a positive national identity abroad.
Expected outcomes
The outcome of upgrading mission infrastructure will be modern, efficient, and cost-effective diplomatic facilities that strengthen the country’s external representation while reducing long-term operational and maintenance costs. The improved infrastructure will provide a conducive working environment that enhances staff productivity and service delivery in diplomatic, consular, and administrative functions. It will also elevate the country’s international image through well-maintained and professional mission premises, thereby strengthening credibility, increasing partner confidence, and supporting the effective implementation of foreign policy and economic diplomacy objectives.
