Justification
Systemic Decongestion of Tertiary Care: Currently, central hospitals are overburdened with cases that could be managed at lower levels. Upgrading urban health centres and constructing new district hospitals ensures that primary and secondary care are handled appropriately, allowing central hospitals to focus on specialised tertiary services.
Enforce tiered referral compliance to reserve central hospitals for tertiary/specialised services.
Addressing Population Growth and Rapid Urbanization: The intervention is justified by the need to account for rapid urbanization and population growth, which have significantly increased the demand for healthcare in major cities.
Expected outcomes
Operational tiered referral system with decongested central hospitals functioning as Centres of Excellence.
