Justification

The introduction of a digital housing management system is essential for modernizing service delivery in line with ongoing public sector reforms and digital transformation efforts in Malawi. Effective housing management requires accurate, timely, and accessible data, which is currently lacking due to reliance on manual systems. This reform will enable the Department to improve decision-making and planning through reliable and up-to-date housing information.

Additionally, the system will enhance transparency and accountability in housing allocation and revenue collection. Automated processes will reduce errors, minimize revenue leakages, and improve tracking of rental payments and arrears. Eventually, the reform will strengthen institutional capacity and ensure that housing services are delivered efficiently and equitably.
