Justification
This reform introduces a strategic shift from the current reliance on manual and paper-based processes towards fully digitised and automated regulatory processes, supported by strengthened staff capacity and ICT governance structures. The reform will modernise NCHE operations, improve turnaround times and ensure efficiency, strengthen transparency and accountability. In addition, the reform area will address risks associated with data insecurity, retrievability and accessibility by stakeholders in higher education.
