Justification

The council is faced with a problem of a narrow revenue base and low revenue payable capacity due to the fact that most of the households and business communities are largely subsistence farmers with no formal business and enterprises from which to collect revenue coupled with revenue administration and management constraints. In addition, councils are not fully equipped to support a local economic development process. This calls for the council’s effective implementation of revenue enhancement strategic plan activities to financial autonomy and sustainability of the council.
