Justification

The district undertakes the Revenue Enhancement strategic Plans reform area to address chronic revenue shortfalls that threaten financial sustainability and service delivery. Current manual collection systems are inefficient and prone to leakages; new revenue avenues (e.g., growth centre rates) remain unexploited; key revenue positions are vacant; staff lack performance incentives; and planning areas are undefined, limiting the tax base. Without this reform, the district will remain overly dependent on unpredictable central government transfers, unable to finance development projects or maintain basic services.
