Justification

• The Department of Climate Change and Meteorological Services (DCCMS) is mandated to issue climate related advisories and warnings that protect the lives and livelihoods of all Malawians, a mandate now reinforced by the United Nation’s Early Warning for All (EW4ALL) initiative. In Malawi, the EW4ALL that was launched in February 2026, prompted a comprehensive gap analysis and set in motion a roadmap that links DCCMS with key partners across disaster risk management, ensuring that warnings are not only technically sound but also socially relevant. While recent upgrades to weather forecasting models have sharpened the accuracy of meteorological predictions, they still fall short of integrating critical social data such as population density, poverty indices and vulnerability profiles needed to translate raw forecasts into actionable advisories. Closing this data gap will enable the department to issue targeted, trigger based alerts that prompt concrete actions. Equally essential is the improvement of dissemination channels: making sure that messages are reaching everyone thereby leaving no one behind.
