Justification

To ensure the success of decentralized governance and community-driven projects, there is an urgent need for a targeted, local-level program that fosters a culture of civic responsibility, ownership, and the Ndizotheka (“It is possible”) philosophy. This reform seeks to build a progressive and development-oriented mindset at the council and community level to ensure sustainability and active citizen participation in local governance
