Justification

The current Law Reform Manual, developed in 2011, has not been revised and prescribes a lengthy law reform process that takes between 3 to 7 years per assignment. As a result, the Law Commission experiences significant delays in reviewing, developing, and amending legislation. These delays contribute to persistent gaps in the legal framework, which in turn enable illegal activities and undermine access to justice for Malawians.
