Justification

The Ministry’s reform agenda recognizes that sustainable agricultural transformation depends on a coherent, modern, and effectively enforced policy and regulatory framework. Outdated, fragmented, or weak regulatory instruments continue to hinder the implementation of strategic programmes, limit private sector investment and participation, reduce the effectiveness of service delivery, and weaken accountability across agricultural sector. Addressing these challenges through comprehensive policy and regulatory reforms will provide legal certainty, institutional coherence, and regulatory standards necessary to drive sector transformation.
