Justification

Machinga District continues to experience low workforce productivity and limited employability, largely due to gaps in relevant skills development and weak systems for continuous professional development (CPD). Many young people and workers lack practical, market-relevant skills, while training systems often remain misaligned with the actual needs of the labour market and local economy. In addition, there are weak linkages between training institutions and employers, resulting in a mismatch between skills produced and those demanded by key sectors such as agriculture, education, health, and local government. This contributes to high levels of underemployment, informal low-productivity work, and limited innovation at district level. The absence of structured and sustained continuous professional development systems further limits workforce efficiency, particularly in public service delivery sectors where skills upgrading is irregular and not systematically linked to performance improvement. Furthermore, limited access to digital, technical, and entrepreneurial skills restricts the ability of the workforce, especially youth, to participate meaningfully in a modernizing and increasingly digital economy. This reform is therefore necessary to strengthen skills development systems, institutionalize continuous professional development, and improve alignment between training and labour market needs, with the aim of building a more competent, adaptable, and productive workforce. Ultimately, the reform will contribute to increased employability, improved service delivery, and enhanced economic productivity in Machinga District.
